Request for Quotations: IMMEX City Marketing & Publicity Partner

You are invited to submit a quotation to become the Marketing & Publicity Partner of our ‘IMMEX City Pilot Programme’.

The project will catalyse the organic growth and scale-up potential of Gateshead’s immersive technologies sector, advance the rate of immersive technology adoption across industry, support local people to find work in the sector, and create new immersive driven cultural experiences for local people.. 

The successful bidder will be responsible for coordinating and delivering the project’s marketing, communication, and publicity activities.

1. Tender Overview

The North East Business Innovation Centre t/a Digital Catapult NETV (Digital Catapult NETV) is seeking to procure a marketing agency or professional to undertake marketing and publicity activities in relation to the ‘Immex City Pilot Programme’ (the Project). This project has been awarded funding through the UK Community Renewal Fund (UK CRF) for delivery in the local authority area of Gateshead. 

The project will catalyse the organic growth and scale-up potential of Gateshead’s immersive technologies sector, advance the rate of immersive technology adoption across industry, support local people to find work in the sector, and create new immersive driven cultural experiences for local people. Further information on the project can be found at appendix 1. 

The successful bidder will be responsible for coordinating and delivering the project’s marketing, communication, and publicity activities.  


2. Marketing, Communication & Publicity Requirements

In order to maximise the impact of the project, it will be essential to establish and successfully deliver a comprehensive marketing and communication strategy. This will ensure that the appropriate audiences are targeted and engaged across the project.  


All communication and publicity must be undertaken in line with HM Government guidance as set out in the link below. 


All marketing activity will also be undertaken in line with the Immex City brand guidelines which will be made available to the successful bidder.


3. Outputs and Deliverables

3.1 Marketing and Communication Plan  

The first deliverable will be to establish a marketing and communication plan that will serve as the basis for all marketing and communication activities that will take place throughout the 6-month pilot project. The plan should include, but not necessarily be limited to: 

  • Establishing and growing an online presence 
  • Awareness campaign to include: 
  • Press releases and publicity plan to promote project activities 
  • Project showreel and promo video(s) 
  • The development of project templates (in keeping with the Immex City brand guidelines) for project reports, presentations and general documentation to ensure a consistent identity for the project.  


3.2 Establishing and growing an online presence 

Central to the success of the Immex City programme and the pilot project will be the establishment and growth of an exciting online presence. This will be developed as part of the pilot programme, but should provide the Immex City programme with a lasting legacy beyond the lifetime of the project funding.  


Online presence  

Suppliers should advise on the potential to develop an online presence from Immex City as part of the programme. This could take the form of a standalone ‘holding website’ that will showcase the Immex City programme, brand and vision, or a dedicated Immex City page on the existing DC NETV website.  


Social Media 

Relevant social media channels will be set up to support the growth of the programme’s online presence. This should include the creation of social media graphics and content as well as a planned social campaign with monitoring and reporting.  


3.3 Awareness Campaign 

To complement a strong online and social presence the project will need to be promoted through a series of awareness raising activities. This will need to include the writing and distribution of press releases to reach a diverse range of audiences.  

We also believe that a video showreel to showcase the project’s activities will be an important tool to increase the awareness of Immex City.  


3.4 Project output templates 

A number of outputs including powerpoint presentations and reports will need to be developed as part of the pilot project. 

The successful bidder will create a suite of project templates in keeping with Immex City brand guidelines.  


4. Budget 

The maximum budget for this contract is £20,000 (plus VAT) for the duration of the Project (February to June 2022). 


5. Assessment of quotations 

Proposals will be assessed using the following criteria: 

Value for Money – proposals will be evaluated against their overall value for money 10%
Previous experience- experience of developing and delivering marketing and communications plans of a similar nature 40%
Methodology - proposals will be evaluated against the proposed methodology for developing and delivering the marketing and communications plan 50%

7. Next Steps

We are now inviting suppliers to submit a quotation including VAT and expenses. 

Whilst there is no prescribed format for proposals, we recommend that proposals are concise and limited to no more than 3 sides of A4, covering: 

  • Knowledge of the subject area 
  • Previous experience 
  • Methodology 
  • Price 

Work carried out during tender response development is at the discretion of the individual organisation and no reimbursement is available for said work.  

Digital Catapult NETV does not bind itself to accept the lowest or any quotation.

About the UK Community Renewal Fund

The UK CRF aims to support people and communities most in need across the UK to pilot programmes and innovative approaches and invests in skills, community and places, local business, and supporting people into employment.  


The UK CRF involves a £220m investment across the UK from 3 November 2021 to 30 June 2022. It is a pilot fund which is being tested to help shape the UK Shared Prosperity Fund (UK SPF), the planned successor to the EU Structural and Investment Funds (ESIF). It is expected that the UK SPF will come into place soon after 30 June 2022. 


The Immex City Pilot Programme (the Project) 

The project will deliver a series of interventions to support the growth of the immersive technologies sector in Gateshead. The activity will focus on component areas of need within the immersive technologies ecosystem. The project will be delivered through three main work packages which are set out below. 


WP1: Immersive Adoption Gateshead 

Sectoral focused bootcamps, to advance the adoption of immersive and related technologies, stimulating an increased culture of innovation across industry, and encouraging Gateshead businesses to reach their innovation potential by; 

  • Helping industry to overcome barriers to technology adoption 
  • Creating a better understanding of Return on Investment  
  • Embedding a culture of innovation and technology adoption across industry 
  • Accessing knowledge, support and advice from immersive technology experts and peers

Three bootcamps will take place, each with a sectoral focus identified through Gateshead’s economic profile; 

  • Advanced Manufacturing  
  • Retail 
  • Creative and Cultural 


WP2: Immersive Technology Skills for Industry  

This pilot targets Gateshead residents with the potential to access jobs in the sector, or start their own immersive technology business. The aim is to address the future skills gap and raise awareness of skills needed for cross technology areas of work such as immersive and 5G, artificial intelligence and virtual production. The Immersive technology skills programme will be led by industry experts. It will offer extensive in-person support, to help to overcome the barriers faced by individuals who have a desire to work in tech, but lack the requisite experience and knowledge. The programme will upskill individuals in content creation using game engine technology. The soft skills required to gain employment in the sector will also be addressed. The pilot will also aim to nurture a deeper pool of immersive technology founders.  


WP3: Immersive Demonstrators 

We will develop a call for innovative use cases of immersive technology from Gateshead’s cultural organisations and institutions, to encourage more public engagement and experiences with immersive technologies. Successful applicants will be able to access grant funding, to power their immersive ambitions and enhance cultural experiences and innovative immersive offers for new and existing audiences, increasing footfall, and supporting economic recovery following Covid 19.  

We will work with the challenge owners to run user testing pilots with the new demonstrators, to effectively collect data and understand how the concepts could be scaled and monetised with a consumer audience.
